Mexico intends to launch ** measures for the Chinese footwear industry

According to the notice of the Ministry of Commerce, the Mexican footwear industry formally submitted an application to the Mexican government on December 12th, 2011 to investigate the opening of Chinese footwear products. The director of the International Trade Management Bureau of the Ministry of Economic Affairs of Mexico has already made an emergency call with the head of the Ministry of Commerce’s Fair Bureau to conduct unofficial consultations on the initiation of measures.

Article 16 of the "People's Republic of China Accession to the WTO Agreement" states that if Chinese products are exported to relevant WTO member countries, if the number of products within a certain period of time increases too much, it will be When the relevant industries of these members cause “serious damages” or constitute “serious damages,” these WTO members can independently adopt safeguard measures against Chinese products, that is, the country can temporarily restrict the import of a product.

Mexico’s industry believes that in mid-December 2011 Mexico’s footwear transitional tariffs for China for several years (from 100% to 70% in 4 years) will expire and China’s footwear exports to Mexico will increase rapidly. In 2010, China exported more than 13 million pairs of footwear products to Mexico, an increase of 167%, and exported 53 million US dollars, an increase of 76%. In 2011, it exported 18.67 million pairs, which amounted to US$76.49 million, an increase of 43% and 44% respectively year-on-year. Although China’s export base to Mexico is small, the rapid increase in the number will push the Mexican industry to promote government measures.
